Teebo factory error or fan repaint?

Today we're looking at a true oddball, a Teebo figure with white paint on the face / chest - is it a factory error or fan repaint? Occasionally, both of these scenarios will trickle samples into the market, as we've seen instances where a second layer of (differently colored) paint is applied at the factory level, for some unexplained reason. We've also seen infrequent samples where collectors customize or attempt to "correct" the factory paint job. There's also the common occurance of children using markers on toys from the same era.
